This is a very, very important link to the Maryland Motor Vehicle Administration (MVA) website section that deals with people that sell cars when they should not.
What are we talking about? Simple; If the person selling the vehicle is NOT the person named on the title, or the vehicle is supposedly being sold from an Out-Of-State dealer then you're in the middle of an illegal deal!. We've been seeing deals where the vehicle is supposedly sold by a North Carolina dealer; the paperwork will be made out in your name - a North Carolina title will be involved - a North Carolina bill of sale from that dealer will be hastily made up in your name and the vehicle will probably already have been inspected in Maryland. The problem is that a) the North Carolina dealer is NOT licensed in Maryland, the dealer 'Bill of Sale' is worthless (and falsely prepared - to screen the 'curbstone' sale.) b) What's missing? A MARYLAND Bill of Sale (available on the MVA website or at Harris Tag and Title, 214 Pier One Road, Stevensville (410) 643-3380.) This MARYLAND Bill of Sale must be completed, executed by the 'dealer' and be notarized. The presumption is that you bought the vehicle in North Carolina, so a local 'dealer representative' signature and Notary won't cut it - the Out Of State Dealer is not licensed in Maryland - and they CANNOT sell a vehicle in Maryland - you have to have actually have bought the vehicle in North Carolina and had them complete, sign and notarize the MARYLAND Bill of Sale to go with the title, odometer statement and conventional North Carolina dealer bill of sale in addition to the notarized Maryland Bill of Sale. DON'T BUY A VEHICLE FROM A CURBSTONER - THE PENALTIES ARE EXTENSIVE AND THE ACTIONS ARE CRIMINAL. If you have a suspect situation call Jerry at the Harris MVA Agent Office to review what's going on...don't get caught in a really bad situation...If the seller's name isn't on the title, call for advise..........There are plenty of legal used cars out there - to be bought from Maryland new and used car dealers and even private parties.
